Basketball Committee
Policies and Procedures

I. Membership

All varsity head coaches of basketball are automatic members as soon as the institution declares basketball as a varsity sport and pays the membership dues.

II. Meeting and Voting

A. Provisions for Meetings:
1.
At least one annual meeting shall be called each year. The Steering Committee shall also meet once a semester if financially possible.
2.
Additional meetings may be called by the Chairperson when it is deemed necessary or at the written request of 1/5 of committee membership.
3.

Two notices shall be sent out to announce a forthcoming meeting; one notice shall be sent out one month in advance, the other to be sent out one week prior to the meeting as a reminder.
4. Meeting shall be conducted according to Robert's Rules of Order Newly Revised.
B. Voting
1. Quorum-20%.
2. a. Each representative to the Committee shall have one vote.
b.

Assistant or Junior Varsity coaches from a member institution may attend committee meetings, take part in discussion, and to be a part of subcommittees, but they have no vote.
c

Coaches from one affiliated member institution may attend committee meetings and participate in open discussion but they have no vote.
3. Proxy vote shall be allowed if:
a.

It is a written proxy by the absent committee representative or the institution's organizational representative and presented to the Chairperson or Chairperson pro-tem of the committee at the time it is called for.
b.

It is held by a staff member so appointed by the member institution whose representative is absent or by another institution's representative on the committee. No committee representative shall hold more than one proxy.
4.
Business may be conducted by mail vote when deemed necessary by the Steering Committee. A motion is carried by a majority of ballots returned.

III. Purposes and Responsibilities

A.

The purpose of this committee shall be to encourage, advance and contribute to the growth of competition in basketball for women in colleges and universities in the State of New York.
B. The Committee's responsibility is:
1. To sponsor the NYSWCAA State Championship annually.
2. To promote regional and national tournaments in basketball.
3. To sponsor and promote workshops and clinics to advance the skills of basketball.
4.
To sponsor and promote workshops and clinics to further develop competent basketball coaching and officiating.
5.
To seek a working relationship with other existing organizations (committees) which promote basketball competition for women.
C. Each coach's responsibility is:
1. To contribute to the functioning of the committee.
2. To aid in the promotion of the purposes of the committee.
3. To remain informed of the accomplishments of the committee.
4. To attend all meetings scheduled for the committee whenever possible.
5. To notify Chairperson of inability to attend meetings and specify proxy.
6. To carry out the policies and procedures when participating in dual competition.
7.
To maintain a positive attitude of fairness and sportsmanship, and promote such attitude among his/her players.
8. Coach's publicity role:
a. Each coach sends scores and game highlights to sports information director.
b.
Each coach should send team and individual player pictures along with information on team members to championship committee.
c.
Each coach should maintain rosters for all games played at home on both home and visiting teams for eligibility checks.

IV. Officers

A. Elected Officers
The elected officers of this committee shall consist of: chairperson, secretary/treasurer, sports information director, Chair of the Championship Tournament, and Awards Chairperson.

 

a.
Coordinate efforts and time tables of appointed members of the Championship Tournament Committee. 
B. Duties
1. Chairperson
a. Preside at all meetings of the Basketball Committee.
b. Preside at all meetings of the Steering Committee.
c.
Maintain an accurate file on all business of the committee and to pass this file on to the newly elected chairperson.
d.
Perform all duties and functions as included in the NYSWCAA Policies and Procedures.
e.
Appoint an Officials Coordinator to contact and reserve officials for the NYSWCAA Championship by October 15.
2. Secretary/Treasurer
a.
Maintain an accurate file of all business of the committee and pass this file on to the newly elected secretary/treasurer.
b.
Perform all duties and functions as included in the NYSWCAA Policies and Procedures.
c. Receive bills and send vouchers on to the Executive Council.
d. Prepare and submit an itemized budget for the Basketball Committee.
e.
Distribute minutes of committee meeting and all Steering Committee meetings to all members.
f. Notify members of date, time, and place of annual meeting.
3. Sports Information Director
a. Act as liaison between the Basketball Committee and the mass media.
b.
Act as liaison between the Basketball Committee and the NYSWCAA Executive Director person.
c.
Distribute information to members as deemed necessary by the Steering Committee.
4. Chair of the Championship Tournament
a.
Coordinate efforts and time tables of appointed members of each tournament's Selection and Seeding Committee.
5.
Awards Coordinator will solicit nominations and information as required by the policies and procedures in the handbook.

V. Steering Committee

A. Membership and term of office:
1. Chairperson
a. Shall be elected by the entire membership for a 2-year term.
2. Secretary/Treasurer
a. Shall be elected by the entire membership for a 2-year term.
3. Sports Information Director
a. Shall be elected by the entire membership for a 2-year term.
4. Selection and Seeding Committee Coordinator.
a. Shall be elected by the entire membership for a 2-year term.
b. Shall appoint at least two members to be apart of the Championship tournament committee.  League affiliation should be considered when selecting committee members
5. Awards Coordinator
a. Shall be elected by the entire membership for a 2-year term.
6. Elections for the following offices occur on the following years:

VI. Seasonal Awards

A. Results
1.
Each team sends scores and game highlights to NYSWCAA Basketball Committee Sports Information Director.
B. All State Player and Coach-of-the-Year Selection
1.
Calls for Nomination will be made during the first week of March and voted upon the third week of March.
a. Coaches may nominate a maximum of two players from their teams.
b. Coaches may nominate a fellow coach for Coach of the Year.
c. Nominations returned to the awards coordinator.
2. Ballots
a. Upon receiving nominations, the awards coordinator will develop a ballot.
b.
Coaches rank the players on a 1-10 scale. Coaches may not vote for their own players.
c. Coach- of-the-Year will be chosen through ballot system.
3. Awards
a.
Ten players will be named to the All State Team, and one Rookie and Player-of-the-Year will be selected.
b. One coach will be selected as Coach-of-the-Year.
c. Certificates will be provided by the Executive Director.

VII. State Senior All Star Game

A. All Star Game Selection Committee:
1. The All Star Game Director is appointed by the host institution.
a. All Star Game Director must follow the wishes of the Selection Committee.
b. The basketball coach shall not be the All Star Game Director.
2. Publicity-Sports Information Director at host Institution.
3. The purposes of the All Star Game Selection Committee shall be to:
a. Conduct an All Star Game
b.
Submit a detailed report of the All Star Game to the Executive Council
B. All Star Game Structure:
1.

24 select players (10 players and 2 reserves on each team) and 2 coaches
2.

The players will be selected the Monday two weeks prior to the NCAA And ECAC Selections. 
3. The site will be determined by the All Star Game Selection Committee.  Any NYS member school may submit to host the Senior All Star Game.
4. The game will be played the Sunday following the 2nd round of the NCAA Tournament.
C. Criteria for selection to the Senior All Star Game::
1. Player that has exhausted all playing eligibility
2.
Host team is allowed one player on a team.  Players that are selected on the NYSWCAA First or Second team will be automatically selected to participate. 
D. Senior All Star Game timetable.

F. NCAA Rules for Women's Basketball will be used.
G. Awards
1. Individual award to the MVP of the Senior All Star Game
2.
Individual awards are for first place, 1 MVP, and 5 All Star with no preference to position.
3. Individual Awards to all participating players and coaches shall be purchased by NYSWCAA.
H. Officials
1.

The Selection Committee Chairperson must secure officials from the ECAC Office for the entire tournament. Recommendations by coaches and officials boards are encouraged.(Regional officials are preferred)
2. Officials should be an ECAC Certified official.
I. Results must be submitted to the following:
1. Sport Committee members.
2. Executive Council.
3. Executive Director.
J. Financial Reports
1.
Admission charge, and championship program charge, should be determined yearly as deemed necessary by the Selection Committee..
2.
Submit financial statement with actual income and expenses within two weeks after the completion of the Championship.
3. Send copies to:
a. Sport Coordinator III.
b. Sport Committee Chairperson.
c. Sport Committee Secretary/Treasurer.
d. NYSWCAA Treasurer.
e NYSWCAA Executive Director.

VIII. State Championship

*THE STATE CHAMPIONSHIP HAS BEEN PUT ON HOLD DUE TO OTHER CONFERENCE CHAMPIONSHIPS.  IN PLACE OF THE STATE CHAMPIONSHIP, NYS WILL BE SPONSORING A SENIOR ALL STAR GAME.
A. Championship Committee:
1. The Championship Director is appointed by the host institution.
a. Championship Director must follow the wishes of the Steering Committee.
b. The basketball coach shall not be the Championship Director.
2. Publicity-Sports Information Director at host Institution.
3. Head Official.
4. The Championship Director is the Championship Committee Chairperson ex-officio.
5. The purposes of the Championship Committee shall be to:
a. Organize and conduct a state championship.
b.
Submit a detailed report of the championship to the Basketball Steering Committee.
c. Appoint All-Star Selection Committee consisting of three members.
B. Championship Structure:
1.

A four team tournament will be held during post season play.
2.

The teams will be selected the Tuesday following the NCAA and ECAC Selections.  The only exemption from participating is if you have been selected to participate in either of these tournaments.
3. The highest seed will host the tournament
4. The games will be played that next Saturday and Sunday
5. The tournament will be a single elimination tournament.  No 3rd place game will be played.
C. Criteria for selection to Championship:
1. ECAC Criteria will be used to select the four teams participating
2.




Each Coach/Athletic Director applying for the championship is responsible for notifying the Championship Tournament Committee prior to the start of the scheduled meeting, (Tuesday), if they intend to withdraw their team from the championship.
D.

The maximum entry fee will be recommended by the Sport Committee and approved by the Executive Council. Refer to the Championship Dates section in the NYSWCAA Handbook.
E. Championship timetable.
1. Deadline per entries to be postmarked two weeks prior to tournament.
2.


Deadline for Selection and Seeding Committee to receive score reporting form-postmarked or faxed two weeks prior to the first round tournament date. Updated scores must be called in before midnight of the Saturday prior to the tournament.
3. Score Reporting Forms must be faxed, following the institutions last game, i.e. conference tournament, to the Chair of the Championship Tournament.
F. NCAA Rules for Women's Basketball will be used.
G. Awards
1. Team awards are for first and second places.
2.
Individual awards are for first place, 1 MVP, and 5 All Star with no preference to position.
3. All team trophies and T shirts shall be purchased by NYSWCAA.
4. T shirts will be given to no more than 24 members of the winning team.
H. Officials
1.

The Chairperson must secure officials from the ECAC Office for the entire tournament. Recommendations by coaches and officials boards are encouraged.
(Out of State officials may be hired.)
2. Officials should be an ECAC Certified official.
3.
Officials should have officiated at least 10 women's Division III collegiate games during the previous year.
I. Results must be submitted to the following:
1. Sport Committee members.
2. Executive Council.
3. Executive Director.
J. Financial Reports
